CHAPTER 1

1.1  BACKGROUND

                  Business opportunities have appeared in several potential advantages in this Tomohon. Tomohon is acclaimed bay the national and international tourism with the opening of several potential like tourism, education and culture
      "Local Potential, The Sources Of Income Of Social Tomohon City"
 is a title that raised author, because the author was interested and curious with the potential that unique which has by Tomohon city. Why unique? It is because of the geographical location of Tomohon that is very strategic, flanked by two active volcanoes Lokon and Mahawu that make Tomohon so cool and suitable for Horticultural Plants and Flowers, Tomohon also gives the potential in the world with the education which has seven universities and it make Tomohon populated by immigrants who are students among 7 universities in addition to primary, middle and top. That's what makes people's eyes began to open, with the potential of existing Small and Medium Enterprises we can be enhanced by providing a comparative profit or advantage. Therefore, the authors appoint the following questions:

This research was conducted to :

1.3  METHODS
                        The method used in making this scientific work is a qualitative research method. Qualitative research methods are to seek information from the actual sources, sharp, and reliable without conducting experiments or experiments.

1.3.1        Techniques
In completing this scientific work, there are some techniques that I use, those are: Interview Techniques with most people interviewed Tomohon Small and Medium business    and visitors in some tourist areas

1.3.2        Observation
Observation techniques done by going directly to several area attractions such as pine forests, Linow lakes, Mount Mahawu, Temboan Rurukan and Hill Prayer Mahawu.            .

DISCUSSION

2.1  Definition of Local Excellence

           Dedidwitagama, (2007) Local Excellence is everything that is the hallmark of regionalism that includes economic, cultural, information and communication technology, ecology, and others. Another source said that the local advantage is the result of the earth, the creation of art, traditions, culture, service, services, natural resources, human resources or other the advantage of an area. From the second definition, we can conclude that the Local Excellence is a process and the realization of a potential increase in the value of the area so that a product / service or other works of great value, is unique and has a comparative advantage.
                 From the second definition, we can conclude that the Local Excellence  is a process and the realization of a potential increase in the value of the area so that a product / service or other works of great value, is unique and has a comparative advantage. Local advantages of the potential of the region should be developed. Potential resource potential of the area is owned by a specific area. For example Tomohon potential, has the potential of Tourism, Education and Culture. Government and society can Tomohon made some efforts and programs, so that this potential can be increased so that the advantage of local economic Tomohon and surrounding areas can thrive.

                 In Tomohon natural resources and people began to be preserved or enhanced revenue source. Therefore, the author agrees with Dedidwitagama (2007) which states that the local advantage is everything that is the hallmark of regionalism that includes economic, cultural, information and communication technology, ecology, and others.

The realization of Tomohon as a cultural city is beautiful, believers, democratic, safe, clean and friendly environment and also free corruption.
In order to realize the vision of a future of Tomohon societies, the mission must be carried out by the Government Tomohon those are:       
1.      Making long-term spatial plan that covers all aspects related to human needs and the preservation of life.     
2.      Developing a sense of societies pride in the history and culture of a democratic Tombulu Mapalus.
3.      Developing the economic potential that has not worked out and create jobs, especially new types of service sector, ecotourism and types of agricultural and horticultural specialties.

2.3 Potentials in terms of Natural Resources

2.3.1 Tourism

       2.3.1.1 Lokon Mount

                 Located in the west with a height of 1580 meters. Active volcanoes incredible. Presenting a panoramic mountain with a crater that is so beautiful. The time is right to begin the journey of  Kakaskasen, Tomohon is around 7 am, and arrived at the crater when the morning air is still cool.
                 Mount Lokon erupted in October 1991 causing loss of Rp 1 billion. 2.3.1.2 Mahawu Mount

2.3.1.3 Linow Lake

2.3.3 Plantations

2.3.4 Livestock

       The largest livestock population consists of cattle, horses, goats and pigs in 2010 respectively are 2819 tail, tail 247, 807 71 695 tail and tail.

2.3.5 Natural Gas in Lahendong

2.5 Potentials in terms of Geographic

     Tomohon located at 1 ° 15 'north latitude and 124 ° 50' east longitude. Tomohon broad discretion UU No. 10 year 2003 about 11,420 ha with a population of 91,553 inhabitants.

The frequency distribution of wind speed and direction in December and January most of the west wind blows with a speed of 2 km / h to greater than 11 km / h with a range of 2% -33% and some northern winds in the range of 2% -37 %. In February, March and April are dominated by northern winds in the range of 2% -37%, while for May to October is dominated by southerly winds in the range of 2% -50%. 2.6  Potentials in terms of Culture

2.6.1 Language

                 In the daily life of people in Tomohon than the Indonesian language is also used as a colloquial language Minahasa. As is known in Minahasa consists of eight different types of local languages ​​used by eight ethnic groups, such as:

• Tombulu, etc..

2.6.2.1 Kolintang

     Kolintang is a musical instrument originating from Minahasa Kolintang usually used as accompaniment of a singer of folk songs or just musical instruments only. Kolintang already very famous in Indonesia even has promoted abroad. Kolintang played by a team, a team that usually consists of 5 to 6 people.

2.6.2.2 Bamboo Music

                 Bamboo music is the traditional music of the Minahasa one team consists of 30-40 people there is even more. Bamboo music from Minahasa also very well known in Indonesia, sometimes events outside of North Sulawesi which invites one team bamboo music.

2.6.3 Indigenous dance

Dance is in Tomohon generally the same as in Minahasa, among others:

• Kabasaran Dance (Dance War)
            Tomohon whose population is mostly ethnic Minahasa, have a war dance called Kabasaran. Kabasaran is a group of men wearing traditional Minahasa war. Kabasaran also often referred to as Cakalele, but Cakalele designations are the same as the war dance of the Moluccas. At this time Kabasaran War Dance was performed at times during the march and also pick important guests area.

2.6.4 Thanksgiving

                 In addition, throughout the land of Minahasa annually in each district or region held a thanksgiving ceremony associated with religious ceremonies.                  Community Tomohon as Minahasa people in general have customs and culture known as Mapalus.             Tomohon long ago been written in recent history. One was found in the ethnographic work of Rev. N. Graafland that when, on January 14, 1864 on board the Queen Elisabeth, he wrote about a land called Tomohon he visited in around 1850. According to some sources, the origin of the word Tomohon (Tou mu'ung) Tombulu language. It is said that Tomohon is one of the areas included in the ethnic Tombulu, is one of eight ethnicities minahasa. The development of civilization and the implementation of development and social dynamics from year to year makes Tomohon as one capital district in Minahasa regency.
                  Early decades of the 2000s in some parts of the Minahasa regency inspirational tendencies and aspirations of the strategic environment both internally and externally to conduct regional expansion. Wind Berhembusnya policy reform and implementation of regional autonomy, the accelerating process of accommodation aspirations for regional expansion meant. Through a long process of juridical and careful consideration in the context of accelerated development of the nation for the welfare of society at large, the government and its Minahasa Minahasa Regency Legislative Council recommends aspirations for the establishment of the South Minahasa regency, Tomohon and North Minahasa regency; supported by Government of North Sulawesi province.                   Establishment legislature Tomohon Election results in 2004, generating Tomohon Regional Regulation No. 22 Year 2005 on Regional and Local Regulations Coat Tomohon Number 29 Year 2005 on the anniversary of Tomohon.  Tomohon inaugurated by the Minister of Home Affairs Hari Sabarno on behalf of the President of the Republic of Indonesia on August 4, 2003.
